Gregory Hill, P.E., President

With over 20 years' experience in the design and construction of water and sewer projects, Greg is a senior-level advisor to Roth Hill's clients as well as President of the firm.

Greg has extensive experience in long-range comprehensive capital facility and water supply planning, policy development, construction claims resolution as well as contract negotiations. Greg serves as the District Engineer for King County Water District No. 111, District Engineer for Soos Creek Water & Sewer District and as Senior Engineering Advisor for the City of Carnation

Greg is a full-time husband and father to two sons. Recreational activities include coaching baseball, basketball and elementary Math Club as well as an occasional ski trip.

 


John Roth III, Executive Vice President

John has nearly three decades of experience in addressing all operational facets of the company including engineering and surveying, corporate strategy, business administration, finance and information management.

The uncommon combination of a liberal arts degree and professional studies in business and information technologies provides the basis for the blend of creativity, innovation and technical prowess John brings to Roth Hill and its clients.

A native Seattle "east-sider," John earned his BA in Music from Western Washington University and is an accomplished bassist and composer/arranger. Work and play is managed around his most important role as a full-time husband and dad.


Pat Nolan, P.E., Director of Engineering

Pat has over 30 years of experience in residential, commercial and industrial development engineering, as well as senior leadership roles in providing municipal engineering services. He is responsible for the efficient operation of Roth Hill’s engineering practice. Pat coordinates the firm’s staff and resources to meet schedules while maintaining the high quality of deliverables.

Pat is a licensed Professional Engineer in Washington. He is originally from Florida, where he is a registered Professional Land Surveyor, as well as a Professional Engineer. His extensive background provides a broad spectrum of expertise from which to draw.

A graduate of the University of Florida, Pat is a huge Gator fan. He is also an avid golfer and has noticed that there are fewer sunny days here for golfing, especially during the winter. He holds a commercial pilot’s license and served as an officer in the United States Air Force.


Christopher Schmidt, P.E., Project Manager

With over 12 years experience in the field of engineering, Chris leads Roth Hill’s utility development practice where his strong design and organizational skills ensure Roth Hill’s water and sewer utility clients end up with new infrastructure that meets their standards. He works on a variety of projects for residential and commercial projects, as well as capital utility design and construction.

Chris leads a team on District engineering services, and provides client/owner representation. He trains and mentors new staff, leveraging his many roles.

A graduate of Washington State University, Chris began his engineering career in the public sector, experience that now benefits his public utility clients. He is also a full-time husband and father whose interests include golf and spending time with his family.


Kim Sklaroff, PHR, Director of Human Resources

Kim has over 20 years of experience in the field of engineering, as well as running her own human resources consulting practice. A certified Professional in Human Resources, her expertise is in human resource management and administration. Kim maintains professional memberships in The Society of Human Resource Management, Lake Washington Human Resources Association, Society for Design Administration, and WorldatWork. She is also associated with the local Consulting Engineers H.R. group.

Kim has been with Roth Hill since 1999 and works closely with the Executive Management Team on human resource development, recruiting and retention of top notch team members, compensation and benefits, strategic management, and general facilities management.

At the center of Kim’s life you will find her husband and three children. She holds her black belt in TaeKwonDo and Arnis and is also a certified instructor in both. Her community involvement includes sitting on the board of Eastside Credit Union.


Scott Goss, Vice President & Advisor to the Board

Scott has over 20 years' experience in the construction, engineering and consulting field. Scott started in the firm as a water system designer and now leads Roth Hill’s efforts in regulatory compliance, construction permitting, intergovernmental affairs and project funding. He enjoys navigating the complexities of federal, state and local funding, permitting and Endangered Species Act issues to achieve successful projects for our clients.

Scott has a role in most of the firm’s projects, ranging from the initial planning stages through construction and continuing operations. Scott also leads Roth Hill’s experienced team of professionals in critical infrastructure vulnerability assessment, security improvement design and emergency operations planning.

A graduate of the University of Washington, Scott is a dedicated husband and father whose interests include hiking, biking, skiing, scuba diving and martial arts.
